NOTICE OF FAIR SUMMARY 

ORDINANCE 17-O-09   

Ordinance of the Mayor and Council of the City of College Park authorizing the acquisition by negotiation or condemnation of certain properties located at 7409/7411 Baltimore Avenue, College Park, Maryland for a public purpose.

This Ordinance was introduced on November 14, 2017, a Public Hearing was held on November 28, 2017, it was adopted on November 28, 2017, and will become effective on December 19, 2017.     

A New City Hall

You may have recently heard or read about the new City Hall.

Residents and City elected officials have been discussing the need to improve City Hall for more than 20 years.

As demand for City services has increased, it has become clear that the current City Hall (dedicated in 1959) cannot provide the service level residents require.  City staff must utilize hallways and corridors as office and storage space, which creates an inefficient environment.  Because of the current facility’s constraints, City departments and services have been spread across five different buildings. 

In 2014, the City Council narrowed City Hall site selection options to two properties owned by the City:  the existing City Hall site on Knox Road and the Calvert Road site (where Department of Public Services currently resides).  After receiving significant public comment, the City Council selected the Knox Road location as the site to construct a new City Hall and authorized City staff to retain consultants to move this project forward.  The University of Maryland Foundation had recently acquired most of the retail frontage along the east side of Baltimore Avenue between Knox Road and Lehigh Road (adjacent to the City Hall property), and the University expressed strong interest in working with the City to redevelop the entire block. 

Three years later, on November 28, the Mayor and City Council authorized the use of negotiation and/or condemnation to acquire the remaining two properties that front Baltimore Avenue within that block to build a new City Hall.  This step allows the City to continue to negotiate with the property owners to reach an agreement for the City to purchase their property, but if an agreement cannot be reached, the City will have a court decide the fair market value of the property.  While condemnation for a public purpose is not the City’s preferred path, the property owners would be paid the fair value for their property.

With a modern City Hall, City offices will be consolidated and the City will be better able to serve its residents.

It will include more meeting rooms for our City Boards and Committees (like the Seniors Committee, the Animal Welfare Committee, the Tree and Landscape Board and many more) to effectively meet.  The new facility will also provide additional community meeting spaces.

A new City Hall has been a long time in the making and the input and investment that our residents have made is greatly valued. The City is constantly striving to better serve its residents, businesses, and visitors. We want to provide you with the best services and meet your needs today and into the future.  The new City Hall will help make our endeavors successful.


  


ORDINANCE 17-O-01

Ordinance of the Mayor and Council of the City of College Park amending Chapter 87 “Building Construction”, by repealing and reenacting §87-23 “Fences”, to authorize front yard  and garden fences, change the variance criteria for fences, conform to County Code requirements and definitions, clarify that a variance is not required to replace an existing fence with similar materials, or materials such as wrought iron, split rail, or picket, and clarify existing requirements; and  §87-19, “Appeals”, to enact conforming changes.

This Ordinance was introduced on November 14, 2017, a Public Hearing was held on November 28, 2017 and was adopted on November 28, 2017. This Ordinance will become effective twenty (20) days after approval from the Prince George’s County Council.         



Petition Request for Traffic Calming on Kenesaw Street between 51st Place and 52nd Avenue 

The Mayor and Council of the City of College Park held a Public Hearing on Tuesday, November 14, 2017 to take public comment on the petition request to install traffic calming on Kenesaw Street between 51st Place and 52nd Avenue.   Following the Public Hearing, the Council approved the installation of a traffic calming device (speed hump) on this block.

Next, the City Engineer will determine the best location for the speed hump on this street.  Installation will occur on or before February 1, 2018, depending on the weather. 

ORDINANCE: 17-O-08

Ordinance of the Mayor and Council of the City of College Park authorizing the acquisition of certain property located at 3545 Marlbrough Way, College Park, Maryland, for a Public Purpose. 

This Ordinance was introduced on October 24, 2017, a Public Hearing was held on November 14, 2017, it was adopted on November 14, 2017, and will become effective on December 5, 2017.         


ORDINANCE 17-O-07
 

An Ordinance of the Mayor and Council of the City of College Park, Maryland, Amending Chapter 175 “Taxation”, Article II “Homestead Property Tax Credit”, by Repealing and Reenacting §175-3 “Rate”, to Change the Homestead Property Tax Credit Rate from 102% to 100%.  

This change will provide additional property tax relief to eligible homeowners for any increase in their real property assessed value.  The City property tax calculation will be limited to 100% of the prior assessed value.

This Ordinance was introduced on September 26, 2017, a Public Hearing was held on October 10, 2017, it was adopted on October 10, 2017, and will become effective on October 31, 2017.      

  
Petition Request for Traffic Calming in the 5000 block of Odessa Road:

The Mayor and Council of the City of College Park held a Public Hearing on Tuesday, September 12, 2017 to take public comment on the petition request to install traffic calming in the 5000 block of Odessa Road.  Following the Public Hearing, the Council approved the installation of a traffic calming device (speed hump) on this block.

Next, the City Engineer will determine the best location for the speed hump on this street.  Installation will occur before the end of the year.

Petition Request to install Residential Permit Restricted Parking in the 4600 Block of Cherokee Street:

The Mayor and Council of the City of College Park held a Public Hearing on Tuesday, September 12, 2017 to take comment on the petition request to install Residential Permit Restricted Parking in the 4600 block of Cherokee Street.  Following the Public Hearing the Council voted to implement residential permit restricted parking on this block.  

 ORDINANCE 17-O-06

An Emergency Ordinance of The Mayor and Council of the City of College Park Amending Chapter 1, “General Provisions”, By Enacting Article II, “Required Public Notice”, §1-4, “Public Notice Required by City Charter” to determine the Additional Methods for Giving Public Notice When Required by the City Charter.

This Ordinance was introduced on May 23, 2017, a Public Hearing was held on June 13, 2017, it was adopted on June 13, 2017, and will become effective on June 14, 2017.

The Mayor and Council of the City of College Park held a Public Hearing on Tuesday, June 13, 2017 on the petition request to install traffic calming in the 9600 block of 47th Place.  Following the Public Hearing, the City Council voted in favor of installing a traffic calming device (or devices) on this block. 

Next, the City Engineer will determine the best location(s) for the speed hump(s) on this street.  Installation will occur before the end of the year.

Petition Request for Traffic Calming in the 5000 block of Nantucket Road
 

The Mayor and Council of the City of College Park held a Public Hearing on Tuesday, June 13, 2017 on the petition request to install traffic calming in the 5000 block of Nantucket Road.  Following the Public Hearing, the City Council voted in favor of installing a traffic calming device (or devices) on this block. 

Next, the City Engineer will determine the best location(s) for the speed hump(s) on this street.  Installation will occur before the end of the year.

ORDINANCE 17-O-05  

An Ordinance of the Mayor and Council of the City of College Park, Amending Chapter 110 “Fees and Penalties”, by Repealing and Reenacting §110-1 “Fees and Interests” To Include Fees for Leaf Mulch, Wood Mulch, and Smartleaf Compost; Fees for Product Delivery; and a Leaf Tipping Fee.

This Ordinance was introduced on May 9, 2017, a Public Hearing was held on May 23, 2017, it was adopted on May 23, 2017, and will become effective on July 1, 2017.

ORDINANCE 17-O-04

An Ordinance of the Mayor and Council of the City of College Park, Maryland to Adopt the Fiscal Year 2018 General Fund, Capital Projects Fund and Debt Service Fund Budgets of The City of College Park, Maryland.

This Ordinance was introduced on April 25, 2017, a Public Hearing was held on May 9, 2017, it was adopted on May 23, 2017, and will become effective on July 1, 2017.        

ORDINANCE 17-O-03

An Ordinance of the Mayor and Council of the City of College Park, Amending Chapter 110 “Fees and Penalties”, By Repealing and Reenacting §110-1 “Fees and Interests” To Decrease the Monthly Permit Parking Fee in the Lord Calvert Manor Area, For Zones 11 and 11A and on Knox Road and Hartwick Road.

This Ordinance was introduced on March 28, 2017, a Public Hearing was held on April 11, 2017, it was adopted on April 11, 2017, and will become effective on July 1, 2017.
